  • Roger Phillips
    Roger Phillips Principal - CEO

    Roger has over 30 years of experience in the acquisition, development and management of multi-family and student housing properties throughout the U.S. After spending 5 years in the mid to late 90s acquiring, repositioning and selling approximately 1,200 multi-family units along the I-10 corridor in Louisiana which included student-competitive assets, he set his sights on the burgeoning purpose-built student housing business. From 2000-2006 his focus was on the P3 model largely with Dallas-based, JPI. During that time a number of projects were awarded to his team but the most rewarding project was Village on the Bayou, a large student housing development located on the campus of University of Louisiana-Monroe. It has 1,038 beds and was built in phases starting in 2004 with a total Development Cost exceeding $70M. Since 2007 he’s returned to his roots of the traditional debt-equity model pursuing value-add opportunities. For two years he lead acquisitions for the Australian REIT, Campus Living Villages, where he was instrumental in deploying equity for projects with values in excess of $250MM. Since starting TEXLA in 2009, he has facilitated the acquisition of a number of projects from Californina (Sacramento) to Kentucky(Lexington) totaling approximately $250MM in value. Initially building the portfolio on a relationship with Harrison Street Real Estate Capital he currently has multiple projects in JVs with Dallas-based, Crow Holdings Company.

    Roger holds a bachelor’s degree in Business Administration from Louisiana State University – Shreveport.

  • Sandy Phillips
    Sandy Phillips Principal of THP PM Group, LLC (Management)

    Sandy has over 35 years of multi-family and student housing property management experience. She started her career with New Orleans based First Lakes Management as a Leasing Agent. From there she moved into AGM and ultimately a GM role. Sandy then moved from First Lakes to take on a new opportunity for Baton Rouge-based Hartley-Vey where she spearheaded the renovation and lease-up for two conventional properties in Lafayette, LA. This lead to the sale of the assets which lead her to her next venture for Emerald Companies where she repositioned projects in Baton Rouge, Lafayette and Lake Charles. This too lead to an ultimate sale in 2000 at which time Sandy launched her student housing management career leading to key roles with both Ambling (now Rise) and Campus Living Villages. Over this extended period of time Sandy built a reputation as one highly skilled in repositioning assets and adding value both through capital deployment and operational improvement. Its this skill that helped launch TEXLA’s management arm, THP PM Group, and make it what it is today. Since inception in 2009 Sandy has repeatedly overseen the repositioning of student assets across the country with values in excess of $250MM. Her management company currently oversees a 13-asset portfolio in Texas, Florida and New York valued at approximately $200MM.

    Sandy attended both LSU-Baton Rouge and University of New Orleans.

  • Paul Kratzer
    Paul Kratzer Director Capital Projects

    Paul is a 27 year veteran of the Commercial real estate industry working as an asset manager and disposition officer for developers and national portfolio owners of apartment, office, retail and self storage properties and as a commercial mortgage banker. Some of Paul’s career highlights include:

    – Experienced mortgage broker originating conduit and conventional loans for commercial properties
    – Responsible for acquisition and subsequent disposition of performing, sub and non-performing commercial loans for FDIC, RTC and private investors
    – Progressed from accountant to GM for H.C. Partners in Lafayette, LA responsible for over 2,500 multi-family units
    – Project Manager for MOB, Industrial Warehouse and Retail center developments with asset values at approximately $25M.
    – Veteran of the U.S. Air Force

  • Louie Phillips
    Louie Phillips Director of PR(Pet Relations)

    Louie “Lou” Phillips, TEXLA’s newest PR director (pet relations), is being promoted from his position as personal assistant to owner Sandy Phillips, where he was responsible for lifting moods, wagging his tail, looking utterly adorable and mid-afternoon naps. He brings with him a drive for long runs, not walks, and greets everyone he meets with a lick. His grooming is top-notch and he always carries himself in a professional manner.
